City Hall says buildings with more than 30 units in the newly selected districts will be assigned the bins.<\/p>\n\n\n\n<p>It sounds like a simple quality of life fix, and in some ways it is. New Yorkers throw out over <a href=\"https:\/\/www.nyc.gov\/site\/dsny\/collection\/residents\/trash.page\" target=\"_blank\" rel=\"noopener\">10,000 tons of garbage a day<\/a>, which is why trash storage is also a public health issue when rats show up. Can the city scale a pilot that worked in West Harlem without turning the curb lane into yet another daily headache?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the city just announced<\/h2>\n\n\n\n<p>City Hall says six community districts will reach full trash containerization by the<a href=\"https:\/\/portal.311.nyc.gov\/article\/?kanumber=KA-03602\" target=\"_blank\" rel=\"noopener\"> end of 2027,<\/a> with at least one district in every borough. Brooklyn Community District 2 is scheduled to receive Empire Bins in fall 2026, and the administration is still aiming for citywide trash containerization by the end of 2031.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How the bins and trucks work<\/h2>\n\n\n\n<p>An Empire Bin is not a shared dumpster for the block. DSNY says each container is <a href=\"https:\/\/www.nyc.gov\/site\/dsny\/collection\/containerization\/m9-bins.page\" target=\"_blank\" rel=\"noopener\">assigned to a specific building<\/a>, and it can only be opened by building staff using access cards plus sanitation workers. That rule is meant to reduce illegal dumping and make it clear who is responsible for keeping the area around the container clean.<\/p>\n\n\n\n<p>The containers are big for a reason. DSNY says one Empire Bin holds about four cubic yards of trash, <a href=\"https:\/\/www.nyc.gov\/site\/dsny\/collection\/containerization\/m9-faq.page\" target=\"_blank\" rel=\"noopener\">around 793 gallons<\/a>, which is roughly the volume of 25 large 32 gallon trash bags. Local reporting on the West Harlem rollout said roughly 1,100 on street <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2025\/06\/the-empire-bin-strikes-back-against-rats-next-phase-trash-revolution-begins-west\" target=\"_blank\" rel=\"noopener\">containers<\/a> were installed to serve more than 29,000 households, and officials said rat sightings reported to 311 fell compared with the prior year after containerization rules took effect.<\/p>\n\n\n\n<p>There is citywide context too. A <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2025\/09\/return-of-the-trash-revolution--following-major-success-in-manha\" target=\"_blank\" rel=\"noopener\">2025 mayoral<\/a> press release said 311 rat sightings declined year over year for nine straight months after low density residential container requirements began, and the fiscal 2025 Mayor\u2019s Management Report says about 70 percent of the city\u2019s trash is now required to be stored in bins.<\/p>\n\n\n\n<p>But 311 data is not a lab test, so the next phase will need stronger proof that cleaner storage is producing cleaner streets in more than one neighborhood.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Parking and curb space<\/h2>\n\n\n\n<p>The bins remove trash piles from sidewalks, which is a real win for anyone pushing a stroller or hauling groceries. On the other hand, they shift the pressure to the curb lane, and that space is already crowded in New York. In local coverage, the parking question comes up almost immediately.<\/p>\n\n\n\n<p>DSNY\u2019s own guidance shows how tight the margins can be. Spain-based manufacturer <a href=\"https:\/\/www.contenur.com\/en\/news\/ny-contract\" target=\"_blank\" rel=\"noopener\">Contenur<\/a> has said it signed a 10-year agreement with DSNY that includes producing, installing, cleaning, and maintaining stationary on street containers, and it describes the design as similar to systems used in Madrid. <\/p>\n\n\n\n<p>New York is importing that hardware, then adapting the rules to its own dense blocks and building patterns.<\/p>\n\n\n\n<p>Earlier reporting helps explain the economics. <a href=\"https:\/\/www.wastedive.com\/news\/new-york-city-contenur-large-bin-contract-zero-waste-design-dsny\/723943\/\" target=\"_blank\" rel=\"noopener\">Waste Dive<\/a> reported in 2024 that DSNY reached terms with Contenur on a contract of up to $7 million for up to 1,500 large bins for an early pilot, which is far smaller than the 6,500 bin expansion now projected. <\/p>\n\n\n\n<p>That gap matters because scaling means more manufacturing, more maintenance, and a larger fleet of specialized trucks, not just more announcements.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What residents should watch next<\/h2>\n\n\n\n<p>The rules will land differently depending on your building size.
