In the Ryazan region about 130 miles southeast of Moscow, Governor Pavel Malkov signed a decree telling employers with at least 150 workers to nominate staff as \u201ccandidates\u201d for contract military service, with quotas that rise with company size.<\/p>\n\n\n\n
The deadline is September 20, and the order applies to entities \u201cregardless of their form of ownership,\u201d meaning private and state-linked organizations alike.<\/p>\n\n\n\n
